Progressive rates apply to residents' annual taxable income from salaries, wages, and similar employment income; other income types such as property income, immovable-property sales, artistic and sporting income, and lotteries are taxed under separate schedular rates from 2% to 40%.

Mongolia taxes residents' salary, wage, and employment income on a progressive scale: 10% up to MNT 120 million, 15% from MNT 120-180 million, and 20% above MNT 180 million. Other income types, such as property income and lottery winnings, are taxed under separate schedular rates ranging from 2% to 40%.

Under Mongolia's VAT Law, any person, including individuals, legal entities, and permanent establishments, whose sales income reaches MNT 50 million or more within 12 consecutive months must register as a VAT withholder; voluntary registration is available from MNT 10 million in sales income, and the sale of fixed assets is excluded from the threshold calculation.

Exemptions

Mongolia's VAT Law (Article 13) exempts a long list of specific goods, including diplomatic and humanitarian imports, disability equipment, residential real estate, blood and organs for medical use, gold, and basic agricultural produce such as crops, meat, and milk, as well as services including banking, insurance, securities, loans, residential rental, education, healthcare, religious services, public transport, and government-provided public services. Entities with annual sales under MNT 50 million (other than imports) are exempt from VAT altogether.

Capital Gains Tax

Mongolia taxes individual income from the sale of movable property, including securities, on a net basis at a flat rate of 10%.
