Seven-band progressive scale on taxable income (Impôt sur les Traitements et Salaires), in force since 1 July 2015 per Loi n°2016-10.

Mali taxes salaries, wages, and related income (Impôt sur les Traitements et Salaires) on a progressive annual scale from 0% up to a top rate of 37% for net taxable income above CFA 3,494,130, per Article 10 of the Code Général des Impôts as amended by Loi n°2016-10, effective 1 July 2015.

Businesses whose turnover (excluding tax) exceeds FCFA 50,000,000 are liable for VAT, including importers, producers of capital or consumer goods, real-estate contractors, merchants, and service providers such as repairers, mechanics, restaurateurs, hoteliers, and liberal professions.

Exemptions

Mali exempts from VAT direct exports of goods or merchandise, sales of used movable goods by private individuals, sales by farmers of their own unprocessed crops and livestock, and revenue from teaching activities at accredited, publicly recognized educational institutions.

Capital Gains Tax

Mali levies a distinct tax on individual capital gains, at a flat 7% on gains from the disposal of shares and corporate units and 5% on gains from bonds. Gains from the disposal of mutual fund (OPCVM) units are exempt.

Mali exempts from its tax on individual capital gains any gain from the disposal of a taxpayer's principal residence — limited to one property per taxpayer, or one Mali property for Malians resident abroad — gains from disposing of CREPMF-approved collective investment fund (OPCVM) units, and gains from disposing of personal furniture and clothing.
