This levy applies only to individuals and companies required to keep accounting records (i.e. those conducting business), assessed on gross total assets net of only current/contingent liabilities — not a general annual tax on all individuals' total net worth — so it is modeled here as not a wealth tax per this site's rules (narrow, business-mechanism levy rather than a general net-worth tax).
